WTO is both an organization and at the same time a complex of legal documents, a multilateral trade agreement, in a way, providing for governments' rights and commitments in the area of international trade in goods and services. Legal base of the WTO is made up by General Agreement on Trade in Goods (GATT) of 1994 (GATT-1994), General Agreement on Trade in Services (GATS) and Agreement on Trade Related Intellectual Property Rights (TRIPS). The WTO's agreements have been ratified in all members' parliaments.
Overriding objectives of the WTO are liberalization of the international trade, providing for the trade to flow fairly and predictably, contributing to economic growth and raising people's economic welfare. Countries WTO members, which are more than 140 today, solve these problems through the control over implementation of multilateral agreements, conducting trade negotiations, trade disputes settlement in compliance with the WTO procedure, and also through rendering assistance to developing countries and running review of the countries' national economic policies.
